Methodology: The present study was conducted descriptively-analytically and in a synthetic (qualitative-quantitative) method using the grounded theory. The statistical population in the qualitative stage included 30 experts and university professors specializing in the field of public sports by purposeful sampling method and in a quantitative stage were officials, sports experts and adult residents of suburbs of Mashhad. Due to the uncertainty of the population, 384 people were selected as the sample. In the qualitative stage, through semi-structured interviews, data were collected and after coding, a researcher-made questionnaire with 45 questions was prepared. The validity and normality of the distribution of variables were confirmed and the reliability coefficient of the questionnaire was 0.85. Data analysis was performed in the qualitative part using grounded theory method and in the quantitative part was analyzed using descriptive and inferential statistical methods with the help of SPSS software version 25 and LISREL version 8.8. Interpretive structural equation modeling (ISM) was used to test the model and identify the relationships between variables, and the Strauss-Corbin paradigm analysis approach was used to develop the final model. Results: The results showed that 11 infrastructure, human, hardware, legal, economic, socio-cultural, public sports, championship sports, individual-family, managerial and developmental factors as effective factors in the model of sustainable development of sports Identified on the outskirts of metropolises and introduced in three main indicators: causal, contextual and structural (intervening).
